The European Commission is expected to announce its decision on the “My Voice My Choice” proposal towards the end of February. The proposal calls for EU funding to cover cross-border travel for women seeking abortion services in other Member States.

Under such a system, someone seeking an abortion beyond the legal time limit in her home country – for example, between 12 and 22 weeks of pregnancy – could travel to a Member State where the procedure is lawful, such as the Netherlands, with financial support from EU funds. Similarly, a Polish person seeking an abortion due to a diagnosis of Down syndrome – a ground not permitted under Polish law – could travel to France and receive funding through this mechanism.

The predictable consequence would be to hollow out national safeguards. Laws adopted democratically within Member States would be rendered meaningless if they can simply be bypassed with EU financial backing. Far from respecting subsidiarity, this mechanism would place pressure on countries to conform to the most permissive abortion regimes in the Union – which is, in fact, the stated objective of the initiative’s organisers.
